Blackstone Trust - Request for Proposals Street Connected Children Programme, Bangladesh

Blackstone Trust is seeking an experienced Bangladesh-based NGO to deliver a three-year programme supporting street-connected children in Dhaka.

About this opportunity

Blackstone Trust is inviting proposals from registered NGOs in Bangladesh to deliver the Street Connected Children Programme ‚a  three-year initiative focused on street-connected children in Dhaka. The programme combines direct residential care, detached street outreach, non-formal education, a national ambassador network, and research and awareness activity.

This is a direct delivery grant and Blackstone Trust is looking for a single implementing partner with the operational capacity, safeguarding infrastructure and experience to manage all aspects of the programme. Subcontracting of programme delivery is not permitted.

What we are funding

The programme has six components, all of which the selected partner must deliver:

1. Detached outreach. 

A team of trained male and female outreach workers will identify and build relationships with children living and working on the streets of Dhaka, making referrals into the shelter and other services.

2. Rescue and night shelter. 

A staffed residential shelter will provide safe accommodation, food, basic care and a structured 6-week pathway for each child ‚ from intake through assessment, family tracing and safe transition.

3. AKASH open-air school. 

Twice-weekly informal learning sessions delivered by sessional teachers will provide literacy, numeracy, life skills and child rights education to children in the shelter and in outreach areas.

4. Ambassador, research and awareness programme. 

An annual training event in Dhaka will bring together Super Ambassadors from across Bangladesh. Year 1: 100 ambassadors. Year 2: 125. Year 3: 150. Each ambassador commits to delivering awareness sessions to at least five people in their home district. The programme also includes a research and mapping component and two informal sector networking briefings per year.

We do not publish a fixed award amount and we wpuld like applicants to submit a realistic, cost-conscious Financial Proposal based on the delivery model described in the Guidance Notes. Proposals will be assessed on value for money, safeguarding, operational realism and the quality of evidence provided.

Who can apply

To be eligible, your organisation must:

– be registered with the NGO Affairs Bureau (NGOAB) and hold or be in the process of obtaining foreign funds clearance. 

– have at least three years of operational experience either through direct intervention or through senior staff experience in relevant child-centred work, including direct experience of child protection, shelter or residential care, and street outreach

– be able to deliver the full programme directly, without subcontracting

– designate a named English-language liaison before programme commencement ‚all formal reporting and communications with Blackstone Trust will be conducted in English

– hold an active bank account in Bangladesh capable of receiving international transfers

Blackstone Trust will carry out thorough due diligence on shortlisted organisations, including financial verification, safeguarding review, a formal interview, and a site visit. Senior staff and trustees may be asked to participate in interviews. A maximum of three organisations will be shortlisted.
